MADISON - Judith Wilcox, age 76, of Madison died on December 31, 2016 after a brief illness. She is survived by three daughters, Cate (Thomas Nash), Elizabeth, and Sarah (Roy) Borrelli; four grandchildren, Kaya Wilcox-Johnson, Schuyler Wilcox-Nash, and Max and India Borrelli; and many, many friends. Judy devoted her life to helping others and had an immeasurable, positive impact in the Madison and Stoughton communities, especially in advancing affordable housing and addressing mental health needs. Judy was the first woman elected to the Stoughton City Council. She was a member of the Dane County Board of Supervisors for 12 years, where she chaired the Health and Human Needs Committee. Judy served the public in many capacities, including Chair of the Stoughton Housing Authority, Chair of the Dane County Housing Authority, Chair of the Dane County Board of Health, member of the Dane County Human Services Board, member of the Henry Vilas Zoo Commission, and member of the Board of Directors of Journey Mental Health. In 2001, the AIDS Network awarded Judy its Sterling Rose Award for her work in addressing housing issues faced by individuals with HIV and AIDS. The YWCA named her a Woman of Distinction in 2001. Judy also worked many years for the State of Wisconsin addressing housing needs for homeless people. She retired in 2008. Judy served in the Peace Corps from 1987 to 1989. She was a wonderful chef and could always be counted on to cook at political fundraisers for deserving candidates. Judy loved travel, good food, and good friends. She was always optimistic and cheerful, even as she approached death. At her request, Judy will be cremated and her ashes buried at the Farley Center where a tree will be planted to grow from them. A party to celebrate her life will be held in the Spring. Judy has asked that those wishing to, may make a donation to Operation Fresh Start at operationfreshstart.org.
